Why didnt the democrats want HSA’s (health savings account) into their health reform bill?

Too many employers have been abusing their employees by offering HSA’s as the company’s healthcare plan when actually it’s meant to be an add on feature not the primary insurance. We had it and it was terrible. It only works for young, healthy people who won’t use the plan much because they tend to not get sick.
