Yes, you can. However, any medication you receive must be legal in that country and in the US or you cannot use the HSA funds, nor can you use the funds to illegally import medication from another country.
I couldn’t find anything prohibiting the medical expense in another country - I think it’s going to depend on what the expense was for.
I DID find something at the IRS website, saying medications you purchase in other countries and import legally are covered, but if they’re illegally imported (like prescriptions from Canada) they are NOT covered.
