Network timeout error one site only?

trying to access www.health–savings–accounts.com. I have 3 machines (1 with XP pro, 1 with XP home, and 1 with vista) each has Firefox and IE. FF keeps giving message “Page Load Error – Network Timeout….server is taking too long to respond” IE simply states “Internet Explorer can not display this page”. Other people outside of my household can access this site so it is not an error on that end and I was able to up until yesterday. Please help.
Seems to me they are blocking my IP, but don’t know why. Other people on the same ISP can get on. I can get on through by BlackBerry and even through Proxy sites on my computer. Just not directly. How do I request getting my IP “unblocked” by their server?
